Community Development Block Grant (CDBG)

Housing and Urban Development (HUD) awards grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and public services.

Grantee Funds

Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities which benefit low- and moderate-income persons. A grantee may also carry out activities which aid in the prevention or elimination of slums or blight.

Additionally, grantees may fund activities when the grantee certifies that the activities meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs. Community Development Block Grant (CDBG) funds may not be used for activities which do not meet these broad national objectives.

Each year, through an annual competitive proposal process, CDBG service dollars are awarded to eligible community service agencies demonstrating the capability to provide community services to strategy areas and priorities. Agencies must qualify as a 501c(3).

Neighborhood Services Department Involvement

The Neighborhood Services Department oversees the CDBG program on the City’s behalf, which offers recommendations to City Council and provides technical assistance to all sub-recipients awarded funds.

Public Service Providers

The following Public Service Providers are currently funded for 2018 and 2019 funding.

Meals On Wheels

Meals On Wheels provides nutritious meals to frail, homebound, and nutritionally at risk elderly citizens throughout Titusville. They provide approximately 5,000 hot lunches and 1,265 evening meals daily.

North Brevard Charities Sharing Center

North Brevard Charities and Sharing Center provides:

  • Clothing
  • Emergency and supportive services such as food
  • Financial assistance, such, as:
    • Emergency dental assistance
    • Medical prescription assistance
    • Rental or mortgage payments
    • Utility payments to qualified clients
  • Job placement and support services referrals
  • Low/no cost household items

Additionally, this year the agency is providing a Youth Mentoring Program; youth helping youth.

Women’s Center

The South Brevard Women’s Center provides emergency and supportive services to eligible domestic violence victims.
