The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday November 8, 2023 at 6:00 p.m.

Chairman Richardson called the meeting to order at 6:00 p.m. Present were Vice Chairman Aton, Secretary Grant, Member Moscoso, Member Perez, Member Fayson, Alternate Member Childs, Alternate Member Rogers and School Board Member Gilbert. Member Garrod was absent. Also, in attendance were Community Development Director Brad Parrish, Principal Planner Eddy Galindo, Senior Planner Christie Anderson, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Member Perez made a motion to approve the minutes from the October 18, 2023 meetings. Secretary Grant seconded. There was a unanimous voice vote.

Comprehensive Plan Small Scale Amendment SSA#7-2023 – TRG Self Storage with Annexation

Member Fayson made a motion to recommend approval of Comprehensive Plan Small Scale Amendment SSA#7-2023 and amend the Comprehensive Future Land Use Map by changing the future land use designation on approximately 8.93 acres of property from the current Industrial (Brevard County) to Industrial (City of Titusville). Vice Chairman Aton seconded.

Member Fayson made a motion to recommend approval of the Comprehensive Plan Small Scale Amendment SSA#7-2023 for the rezoning from IU-1 Industrial Heavy and IU Industrial Light (Brevard County) to the City’s Light Industrial and Warehousing (M-1) zoning district. Vice Chairman Aton seconded.

Member Rogers and Member Moscoso voted no because of adding more commercial and industrial space to the city and the impact it has on the Live Local Act status and also losing Heavy Industrial that would bring in more jobs than what is being proposed.

Live Local Act Ordinance and Resolution
Mr. Parrish gave an overview of this item. Mr. Parrish provided the staff memorandum from himself to the City Manager to the Planning and Zoning Commission members to review. Mr. Parrish also provided a copy of Member Garrod’s email that he sent with his comments relating to the Live Local Act.

Chairman Richardson provided a handout he received from Kay St. Onge.
The Planning and Zoning Commission discussed this item at length. The Planning and Zoning Commission voiced their desire to include some of the comments and feedback from the city staff’s memorandum, Ms. Milton’s comments, Member Garrod’s comments provided by email, and ordinance information from other municipalities that are being used. The concern of the Planning and Zoning Commission is to not be rushed into approving an ordinance and resolution that is not prepared to the standard that they would like to have be presented to City Council and feel that more time is needed for staff to work with the public and review the comments to include on the City of Titusville’s ordinance to ensure it is consistent with the City’s Comprehensive Plan, policies, strategies and objectives.
The Planning and Zoning Commission would like City Council to authorize and create a sub-committee that could work specifically on the Live Local Act ordinance and resolution.

Member Fayson made a motion to recommend denial of the Live Local Act Ordinance and Resolution and recommends to City Council to assemble a sub-committee made up of a city staff member, citizens of the public, a city attorney, and a Planning and Zoning Commission member. Member Rogers seconded.
