The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, November 6, 2023 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m.  Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens and Member Jonas. Member Foster, Member Shifalo, Alternate Member Davis and Alternate Member Crofton were absent. Also attending was Community Development Director Brad Parrish,  Redevelopment Planner Tim Ford,  Redevelopment Planner Sue Williams, Planner Tabitha Armstrong, Assistant City Attorney Farrell and Recording Secretary Laurie Dargie.

Vice Chairman Petyk motioned to approve the minutes from the October 2, 2023 meeting. Member Jonas seconded. There was a unanimous voice vote in favor.

Chairman Kiesel asked the Historic Preservation Board members if they would be willing to hear the new business item first.  The Historic Preservation Board members agreed to hear new business first.

New Business

 

Certificate of Appropriateness COA#1-2023 – Dairy Road 

Mr. Parrish provided an overview of this item.

 

Pat Tyjeski of Inspire Placemaking Collective, the Historic Preservation Officer for the City of Titusville gave a PowerPoint presentation on this item.

 

Jim McKnight representing the owner of the property came to speak in favor of this item and answer questions. Mr. McKnight informed the Historic Preservation Board members that the owner is going to go a head and do the Ground Penetrating Radar (GPR) done on the 12 foot deep area.

Vice Chairman Petyk made a motion to recommend approval of the Certificate of Appropriateness COA#1-2023 with the recommendation that the Ground Penetrating Radar (GPR) be done. The area to be surveyed should include the 12-foot-deep area, but depending on the findings, the archaeologist doing the work would recommend going deeper into the site.  The Historic Preservation Board would like a report of the findings after the GPR is completed. Member Jonas seconded.

Old Business

 

Consider Properties for Designation – draft letters

Ms. Williams gave an overview of this item.

 

Chairman Kiesel made one correction to the “second” letter which includes the information that the Historic Preservation Board requested be in the letter.  Chairman Kiesel also asked that the property owner name and addresses be updated to capture the current owners.

 

Ms. Williams made note of the change on the letter and will be sure that the owners are current.
