MINUTES
MONDAY OCTOBER 9, 2023

The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

Members present were Committee Chairman Robinson, Vice-Chairman Gary, and Member Coles. City Staff present were Tracy Davis, Neighborhood Services Grants & Contracts Compliance Manager, Sheila Martin, Neighborhood Services Special Projects Coordinator, and Eddy Galindo, Principal Planner.

Motion to approve the September 18, 2023 minutes made by Vice-Chairman Gary, seconded by Member Coles.
Motion carried by a unanimous voice vote of yes.

V. OLD BUSINESS
- Incentive E: Allowance of Affordable Accessory Residential Units in Residential Zoning Districts
Tracy Davis provided the Committee with a review of last year’s recommendations and comments for Incentive E. Eddy Galindo informed the Committee that the planning department has a proposed enhancement to the ADU ordinance regarding more flexibility, headed to City Council for review.
Chairman Robinson called for a vote to accept Incentive E AS IS with improvements regarding flexibility. Motion from Vice-Chairman Gary; Seconded by Member Coles. Motion carried by unanimous voice vote of yes.

- Incentive F: Reduction of Parking & Setback Requirements for Affordable Housing
Tracy Davis provided the Committee with the FHC recommendations for Incentive F. The Committee then discussed how the new Hope Hammock development has been affected by Incentive F, to which it was agreed that it was too early to tell. Chairman Robinson inquired as to how Incentive F impacts ADUs.
Eddy Galindo informed the Committee that Incentive F could benefit by adopting similar standards to that of Low Impact Development Ordinance regarding the flexibility of parking space count, standard parking space requirement is 10 ft. x 20 ft., whereas Low Impact Development requirements are 9 ft. x 18 ft.
Chairman Robinson called for a vote to accept Incentive F AS IS with improvements regarding the reduction of size requirements for parking spaces, similar to that of the Low Impact Development Ordinance. Motion from Vice-Chairman Gary; Seconded by Member Coles. Motion carried by unanimous voice vote of yes.

- Incentive G: Flexible Lot Configurations for Affordable Housing
Tracy Davis provided the Committee with the FHA recommendations for Incentive G.
Chairman Robinson expressed concern regarding adopting the Live Local Act into City practices. Eddy Galindo stated that City Staff has been drafting standards to adopt the standards of the Live Local Act into City practices, especially as it pertains to directing growth in appropriate areas.
Chairman Robinson called for a vote to accept Incentive G AS IS. Motion from Vice-Chairman Gary; Seconded by Member Coles. Motion carried by unanimous voice vote of yes.

VI. NEW BUSINESS
- Incentive H: Modification of Street Requirements for Affordable Housing
The Committee discussed that Public Works has a lot to do with on-street parking, and their input would be vital in any improvements to Incentive H.
Chairman Robinson called for a vote to accept Incentive H AS IS with input from Public Works regarding any potential improvements. Motion from Vice-Chairman Gary; Seconded by Member Coles. Motion carried by unanimous voice vote of yes.

- Incentive I: Establishment of a Process by which a local government considers, before adopting, Policies, Procedures, Ordinances, Regulations, of Plan Provisions that increase the cost of housing.
Tracy Davis provided the Committee with last year’s recommendations for Incentive I. Chairman Robinson stated that Incentive I should remain AS IS to avoid the costs of any economic impact analysis being passed on to tenants and thereby increasing housing costs.
Chairman Robinson called for a vote to accept Incentive I AS IS. Motion from Vice-Chairman Gary; Seconded by Member Coles. Motion carried by unanimous voice vote of yes.

- Incentive J: The preparation of printed inventory of locally owned public lands suitable for affordable housing.
The Committee reviewed last year’s inventory of city owned properties and the updated inventory list that was published on June 30, 2023 in accordance with the Live Local Act – SB 125. Chairman Robinson informed the Committee that the new property inventory list is completely up to date and nothing more needed to be done at this time.
Chairman Robinson called for a vote to accept Incentive J AS IS. Motion from Vice-Chairman Gary; Seconded by Member Coles. Motion carried by unanimous voice vote of yes.

Tracy Davis advised the Committee that an additional meeting is now needed to review the three remaining Incentives to remain within the approved timeline for the 2024 Incentive Plan.
The Committee unanimously agreed on an additional meeting date of Monday, October 30, 2023, at 3:00PM.
