The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, September 5, 2023 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens, Member Shifalo, Member Jonas and Alternate Member Davis. Member Foster and Alternate Member Crofton were absent. Also attending was Redevelopment Planner Tim Ford, Redevelopment Planner Sue Williams and Recording Secretary Laurie Dargie.

Vice Chairman Petyk motioned to approve the minutes from the August 7, 2023 meeting. Member Shifalo seconded. There was a unanimous voice vote in favor.

Historic Preservation Board Priorities for 2023/2024
Chairman Kiesel gave a brief overview of the priorities provided in the agenda packet.
Ms. Williams said that the consultant can do a preliminary report of the Florida East Coast Railway (FECR) station for $6,000.00.
Ms. Williams said that she spoke to someone with Habitat for Humanity and they do not currently do anything regarding rehabs but they are interested in looking into it.
The Historic Preservation Board (HPB) had discussion regarding their priorities for 2023/2024.

Vice Chairman Petyk made a motion to approve moving forward with having the consultant provide the preliminary report for the Florida East Coast Railway station for the approved amount not to exceed $6,000.00 for the report. Secretary Adams seconded.

Vice Chairman Petyk made a motion to approve using the remaining budget balance of $1,400.00 to order historic preservation brochures or booklets as per staff’s discretion. Secretary Adams seconded.

Member Shifalo asked if she could visit the list of properties on her own to see what condition they are currently in.
Member Jonas said that 912 Indian River Avenue can be removed from the list as it was newly built in 2017.
Chairman Kiesel asked that this be put back on their October 2, 2023 agenda to allow the list to be further reviewed by the Historic Preservation Board members and any research to be done and discussed at the next meeting.

Florida Public Archaeology Network (FPAN) Cemetery Resource Protection Training (CRPT) workshop
Ms. Williams said that the Historic Preservation Board needs to decide if Saturday February 10, 2024 will work with their schedule for the FPAN CRPT training. The Historic Preservation Board members were all in agreement to this date.
Member Davis provided some details as to what to expect with the training etc.

North Brevard Heritage Foundation’s Hand-In-Glove Seminar Workshop – Sponsorship
Mr. Ford suggested that the Historic Preservation Board consider not committing to cover all lunches as it is unknown to how much and how many lunches will need to be provided. Mr. Ford suggested that the Historic Preservation Board if so desired consider an amount to be donated as a sponsorship if they would like to move in that direction.
The Historic Preservation Board members were all in agreement to be involved with this workshop and to have a table with brochures etc. The Historic Preservation Board also would like to consider a sponsorship amount, however would like to consider and discuss the amount at the next meeting.
Ms. Williams said she will speak with Roz Foster again and get additional information regarding potential levels of sponsorship.
Reports
Vice Chairman Petyk said that the North Brevard Historical Museum is having a sidewalk sale on September 30, 2023.
