The Development Review Committee (DRC) of the City of Titusville, Florida met in session in Council Chambers located at 555 South Washington Avenue on Tuesday, August 1, 2023 at 2:00 p.m.

Deputy Development Director Mandy Lamothe called the meeting to order at 2:00 p.m. Present were Engineering Manager Ashleigh Smith, Fire Marshal Paul Anderson, Principle Planner Eddy Galindo, City Engineer Kwabena Ofosu, and Building Official Steve Adams.  Also present was Recording Secretary Laurie Dargie.

New Business

 

DRC# 9-2023 U-Haul 2060 Gardens Street

Ms. Lamothe read the staff report. 

 

The applicant is requesting the Development Review Committee (DRC) to grant the following revisions: 

  1. To allow the removal of a 51” Heritage Tree, per Section 30-32 (e) Criteria for Removal.
  2. To allow the removal of a 47” Heritage Tree, per Section 30-32 (e) Criteria for Removal.
  3. To allow the removal of a 46” Heritage Tree, per Section 30-32 (e) Criteria for Removal. 

The project is currently under site plan review.

Jeff Banker, applicant, spoke in favor of this item and answered questions. Discussion took place regarding the request.

Mr. Adams made a motion to approve the waiver request as presented for all three (3) trees.  Mr. Ofosu seconded.   There was a unanimous voice vote (5-0) in favor of approval.

 Motion passed.

Public Comment

 

Stan Johnston of Titusville spoke about SNJ Oaks and made a request that the survey and site plan be corrected.

 

Mr. Anderson advised Mr. Johnston that the Development Review Committee (DRC) is unable to address his concerns as the DRC can only address the items that come specifically before them.
