Regular Meeting

February 14, 2023

The Community Redevelopment Agency (CRA) of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, February 14, 2023.


Call to Order/Determination of a Quorum

Chairperson Diesel called the meeting to order at 5:30 p.m. Present were Chairperson Daniel Diesel, Vice-Chairperson Joe Robinson and Members Herman Cole, Jr. Col USAF Retired, Jo Lynn Nelson, Jim Ball and Dr. Sarah Stoeckel. Executive Director Scott Larese, Community Redevelopment Agency (CRA) Attorney Richard Broome, and Sr. Administrative Assistant Emily Campbell were also present. Sr. Administrative Assistant Emily Campbell completed the minutes of the meeting. Member Greg Aker was absent.


Invocation/Pledge of Allegiance

Chairperson Diesel asked for a moment of silence and then led the entire assembly in the Pledge of Allegiance to the Flag. Sr. Administrative Assistant Emily Campbell read the procedure for public comment.


Approval of Minutes

Motion:

Member Nelson moved to approve the minutes of the Community Redevelopment Agency meeting on Tuesday, January 10, 2023, as submitted. Member Stoeckel seconded the motion.

The motion carried unanimously.

New Business

FY23 Annual Road Resurfacing Project Contract Award - Executive Director Larese advised that the request was to recommend that City Council approve the award of FY23 Annual Road Resurfacing Project to VA Paving of Cocoa, FL in the amount of $1,133,891.50 for the construction of paving improvements at various locations within the City of Titusville including streets within the CRA, and authorize the Mayor to execute said contract upon review and approval of City Attorney and staff. Additionally, approve associated budget amendments.

On November 17, 2022, the City solicited bids under Bid # 23-B-011/TB for the construction of paving improvements at various locations within the City of Titusville with 602 notifications resulting in 15 plan holders. The City received four (4) bids which were opened on January 5, 2023 with the following tabulation:

• VA Paving, Inc. in Cocoa, FL for $1,133,891.50

• MASCI General Contractor Inc. in Port Orange, FL for $1,237,722.00

• P&S Paving, Inc in Daytona Beach, FL for $1,416,675.29

• Preferred Materials in Orlando, FL for $1,850,635.00

It was recommended that the Community Redevelopment Agency recommend that City Council approve the award of FY23 Annual Road Resurfacing Project to VA Paving of Cocoa, FL in the

amount of $1,133,891.50. The area located within the CRA had an estimated cost of $62,000 of the total project.

Member Stoeckel asked if the City had used VA Paving previously. Public Works Director Kevin Cook stated that VA Paving completed resurfacing for the City for the past twelve years.

Public Works Director Cook stated that two blocks of Julia Street and one block of Pine Street would be repaved in the CRA.

Stan Johnston stated that he previously worked for Public Works and he supported this item.

Motion: Vice-Mayor Robinson moved to recommend that City Council approve the award of FY23 Annual Road Resurfacing Project to VA Paving of Cocoa, FL in the amount of $1,133,891.50 for the construction of paving improvements at various locations within the City of Titusville including streets within the CRA, and authorize the Mayor to execute said contract upon review and approval of City Attorney and staff, as recommended. Additionally, approve associated budget amendments, as recommended. Member Nelson seconded the motion. The roll call vote was as followed:

FY 2024 Community Redevelopment Agency Proposed Preliminary Budget - Executive Director Larese advised that the request was to provide direction to staff regarding the FY 2024 Community Redevelopment Agency (CRA) Budget.

Staff was in the process of preparing the Fiscal Year 2024 CRA Budget. Direction was requested from the CRA regarding the budget. Based on the preliminary revenue estimate with no change in tax increment revenue from FY2023 and no carry forward funds, it was conservatively estimated that there would be approximately $1,046,182 for the FY2024 budget year.

Community Development Director Brad Parrish presented the proposed CRA budget. The presentation highlighted the following information:

• Capital Projects Options

Vice-Chairperson Robinson requested more information on the debt services. Executive Director Larese stated that the debt services that were being paid on were from the removal of parking along U.S. Highway 1 in downtown Titusville and the last payment was scheduled for 2030.

Member Nelson discussed asphalt art and stated that there were reports that the art slowed down traffic and accidents. The cost was between $8,000 and $18,000. Executive Director Larese stated that the State did not allow the City to put asphalt art on state roads.

Member Ball stated that he was interested and in support of doing things such as the asphalt art on Julia Street, in order that it may become a festival street in the long term. Member Ball requested information on the design for the Space View Park Pier. Public Works Director Cook stated that the design was 100% complete. The City was currently waiting to seal the final drawings and then the pier would be ready for bidding.

Member Cole asked if the City could get a waiver from the State to allow for the asphalt art along U.S. Highway 1 in the downtown area. Public Works Director Cook advised that the State had a program for community aesthetic features, where requests were made to Department of Transportation, but there were conditions.

Vice-Chairpreson Robinson stated that U.S. Highway 1 was unique in its location and the CRA needed to keep that in mind.

Member Ball stated that the CRA prioritized the pedestrian safety and traffic safety in downtown. There may be other things that could be completed to reach the goal of zero traffic related fatalities.

Chairperson Diesel stated that unlike other areas such as Cocoa Village, Titusville’s downtown district had U.S. Highway 1 through the middle of it, and the CRA needed to keep that in mind.

Stan Johnston discussed reports and emails regarding a sewage spill, etc.

Motion : Member Cole moved to accept the 2024 Community Redevelopment Agency Proposed Preliminary Budget with modifications suggested by the CRA. Member Nelson seconded the motion.

The motion carried unanimously.


Petitions and Request from the Public Present

Stan Johnston discussed the petition to free Crosley Green from prison and asked for support from the Community Redevelopment Agency. Mr. Johnston also discussed a survey and plat in the City of Titusville, etc.


Member Ball requested that when Julia Street was paved that the City coordinate with the impacted businesses.


Executive Directors Report

Executive Director Larese submitted his written report and advised that all items were informational only.


With no further business to discuss, the meeting adjourned at 6:09 p.m.
