The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Tuesday, January 3, 2023 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Shifalo, Member Gaetjens, Member Foster, Alternate Member Davis and Alternate Member Crofton. Member Jonas was absent. Also attending was Redevelopment Planner Tim Ford and Recording Secretary Laurie Dargie.

Vice Chairman Petyk motioned to approve the minutes from the December 5, 2022 meeting with a correction. Secretary Adams seconded. There was a unanimous voice vote in favor.

Advisability from Historic Preservation Board members on drafting a letter to property owners of contributing historic resources.
Mr. Ford gave an overview of this item.
Discussion took place amongst the Historic Preservation Board members and staff regarding the need for a letter to be sent to the property owners of contributing historic structures about the need to get approvals for alterations to contributing historic structures. The Historic Preservation Board members discussed the need for the following:
- A letter that is inviting, educational, explains the purpose and benefits of being a contributing structure, and explains the intentions of the letter as being helpful and awareness of owning a contributing historic structure
- The need and desire to work with the Community Redevelopment Agency (CRA) to get their input and feedback regarding the letter, Titusville Design Guidelines, and overall thoughts of preservation of the Historic District.
- Provide an example within the letter of a city who has a thriving Historic District that property owners are proud to be apart of.
- 2023 Annual Workshop theme to be input and feedback on the Titusville Design Guidelines and education on what being a part of a Historic District and owning a contributing historic structure means.
Chairman Kiesel volunteered to work with Mr. Ford or Mr. Parrish to create the draft letter. The Historic Preservation Board members all agreed to have Chairman Kiesel work with city staff to create the draft letter.

Liberty House – designation bronze plaque
Mr. Ford gave an overview of this item.

Vice Chairman Petyk made a motion to approve going forward with purchasing the bronze plaque for the Liberty House designation. Staff will be responsible for getting a proof of the plaque and approving the proof before the bronze plaque is made. Member Foster seconded.
