Community Redevelopment Agency

Regular Meeting

October 11, 2022

The Community Redevelopment Agency (CRA) of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, October 11, 2022.


Call to Order/Determination of a Quorum

Vice-Chairperson Jordan called the meeting to order at 5:30 p.m. Present were Vice-Chairperson Robert Jordan and Members Joe Robinson, Jo Lynn Nelson, Jim Ball, Sarah Stoeckel, and Greg Aker. Executive Director Scott Larese, Community Redevelopment Agency (CRA) Attorney Richard Broome, and Sr. Administrative Assistant Emily Campbell were also present. Sr. Administrative Assistant Emily Campbell completed the minutes of the meeting. Chairperson Daniel Diesel was absent.


Invocation/Pledge of Allegiance

Vice-Chairperson Jordan asked for a moment of silence and then led the entire assembly in the Pledge of Allegiance to the Flag. Sr. Administrative Assistant Emily Campbell read the procedure for public comment.


Approval of Minutes

Motion:

Member Nelson moved to approve the minutes of the Community Redevelopment Agency meeting on Tuesday, September 13, 2022, as submitted. Member Ball seconded the motion.

The motion carried unanimously.

New Business

2022 Community Redevelopment Agency (CRA) Redevelopment Plan- Executive Director Larese advised the request was for the Community Redevelopment Agency to approve the 2022 CRA Redevelopment Plan Amendment and Adopt Resolution No. 20-2022 recommending City Council adopt the Plan Amendment.

Member Nelson stated that once the Redevelopment Plan was approved, she wanted it to be published in the Titusville Talking Points so the community was aware of it.

Member Ball suggested that the word “restore” in goal 3.1 of the Redevelopment Plan be removed or changed to adapt. Member Ball stated that restoration or restore meant to repair or renovate a building to return it to its original condition and downtown redevelopment was about adapting what was there to current and future possibilities of bringing in new businesses, but that does not mean the historic structure should not be preserved.

Community Development Director Brad Parrish stated that adaptive reuse was stated as a redevelopment goal and an objective in the future land use element.

Patrician Tyjeski from S&ME and the Historic Preservation Officer for the City of Titusville stated that she preferred to remove the word “restore” which allowed for more flexibility.

Stan Johnston discussed the sewer spill that occurred in December 2020. Mr. Johnston stated that he was not in support of the 2022 Community Redevelopment Agency Redevelopment Plan.

Motion: Member Nelson moved to approve the 2022 CRA Redevelopment Plan Amendment with the deletion of the word “restore” under goal 3.1 and adopt Resolution No. 20-2022 recommending City Council adopt the Plan Amendment, as recommended. Member Ball seconded the motion. The roll call vote was as follows:

The motion carried unanimously.


CRA Meeting - November Date Change - Executive Director Larese advised that the request was for the CRA meeting on Tuesday, November 8, 2022 be moved to Wednesday, November 9, 2022.

Stan Johnston commented on the 2022 Community Redevelopment Agency (CRA) Redevelopment Plan, etc.

Motion: Member Nelson moved to approve rescheduling the CRA meeting on Tuesday, November 8, 2022 to Wednesday, November 9, 2022, as recommended. Member Stoeckel seconded the motion. The roll call vote was as follows:

                                         Member Aker Yes

The motion carried unanimously.


Petitions and Request from the Public Present

Stan Johnston distributed a handout to the Community Redevelopment Agency of a notice that he created. Mr. Johnston discussed the fountain at the North Brevard Senior Center that was turned off.


Executive Directors Report

Executive Director Larese submitted his written report and advised that all items were informational only.
