The City desires to accommodate persons with disabilities. Accordingly, any physically handicapped person, pursuant to Chapter 286.26 Florida Statutes, should, at least 48 hours prior to the meeting, submit a written request to the chairperson that the physically handicapped person desires to attend the meeting.

The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

Members present were Council Member Joe C. Robinson, Member Chehayeb, and Member Richardson. City Staff present were Terrie Franklin, Neighborhood Services Director, Tracy Davis, Neighborhood Services Planner, Sheila Martin Special Projects & Administrative Coordinator, and Community Development Director Brad Parrish.

A. Committee Elections
1. Chairperson
Motion made by Member Richardson to re-appoint Council Member Robinson; seconded by Member Chehayeb. Motion passed.
2. Vice-Chairman
Motion made by Chairman Robinson to re-appoint Member Chehayeb; seconded by Member Richardson. Motion passed.
3. Secretary
Chairman Robinson nominated City staff to continue to serve in this capacity. Motion carried by unanimous voice vote.
Discussion concerning the current housing crisis and lack of committee members ensued.
Member Richardson requested that the Committee look at having a joint meeting with the Housing Authority to discuss common goals and actions to address the housing crisis. City staff will reach out to Bob Lambert, Executive Director and report back at next meeting.
Chairman Robinson requested additional recruitment efforts to obtain new members on the committee, including local non-profit organizations, North Brevard Economic Development Zone, and housing providers. Staff suggested reaching out to local community groups that are working with the City on developing revitalization plans as well. Committee members agreed to try all recruiting efforts.
Member Chehayeb discuss the rent crisis and the need to lower actual rent to affordable levels. Terrie Franklin, Neighborhood Services Director provided an update on the latest income levels and rent levels from HUD. Mrs. Franklin also provided an update on other measures being undertaken to produce additional affordable housing units in the city through grant programs and initiatives by other providers.
Chairman Robinson inquired from Brad Parrish, Community Development Director on the status of housing development projects and if the City continues to see an increase or steady flow of developments. Mr. Parrish advised that the City continues to see more zoning and site reviews for new housing developments, and anticipates the trend will continue.
Brief discussion on how, if anything, the City could do to limit the amount of rent that can be charged, or place a percentage cap on the amount of market units in a development. However, the committee agreed that this would be prohibitive for private developments and/or those not seeking funding from the City due to property rights.
B. Future meeting dates and times
Chairman Robinson recommended to keep the same meeting days and times. The availability to remotely attend meetings was discussed. Neighborhood Services Director informed the committee that the majority must attend in person to establish the quorum, then the remainder of the members can attend remotely if needed. Chairman Robinson confirmed the requirement.
Member Chehayeb and Richardson supported the meeting days and times.
By roll call, the committee approved the timeline and meeting dates provided by staff. Meetings will occur on the first and third Wednesday at 3:00 p.m. as outlined on the drafted timeline.
Neighborhood Services Director Terrie Franklin discussed the documents emailed out to the members, noting that the committee could consider adopting By Laws for the AHAC; example provided by SHIP and included in packet. Chairman Robinson questioned if there were previously established By Laws; Mrs. Franklin advised there had not been any. This will be added to a future agenda for discussion.
