The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday May 2, 2022 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m.  Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens, Member Foster, Member Jonas and Alternate Member Shifalo. Member Green was absent. Also attending was Redevelopment Planner Tim Ford and Recording Secretary Laurie Dargie.

Vice Chairman Petyk motioned to approve the minutes from the April 4, 2022 meeting. Member Foster seconded. There was a unanimous voice vote in favor.

Chairman Kiesel asked that the Historic Preservation Board hear items 7C and 7D first. The Historic Preservation Board members agreed to move forward to these items first.

New Business

 

Certificate of Appropriateness COA# 3-2022 – 422 Julia Street

The Historic Preservation Officer, Patricia Tyjeski, joined the meeting via TEAMS and gave a PowerPoint presentation.

 

Jim Ball, who is on the Board of the Titusville Playhouse, of 921 Indian River Avenue Titusville, Florida came to speak in favor of this item.

 

Steve Heron, applicant, of 1915 Lazy Lane Cocoa, Florida came to speak in favor of this item.

 

Discussion took place amongst the Historic Preservation Board members, applicants, city staff, and Historic Preservation Officer.

Vice Chairman Petyk made a motion to approve the Certificate of Appropriateness COA#3-2022 – 422 Julia Street as recommended by the Historic Preservation Officer and including verbiage that on recommendation #1 – the applicant can replicate the window sill and apply grids to the emergency repaired window to make it a 6x6 until the window is able to be replaced to match the other windows. Also, add to recommendation #3 that signage and door styles must be reviewed by the Historic Preservation Officer. Member Shifalo seconded.

Secretary Adams seconded.

Discussion for a May 2022 Workshop

Chairman Kiesel said everything in the agenda looked accurate. The Historic Preservation Board members had no changes and asked staff to proceed forward as planned.

Nomination form for 4050 Coquina Avenue

Mr. Ford gave a brief overview of the item.

 

The Historic Preservation Board members have concerns about the application not being fully completed. Mr. Ford said the application was received by mail. The Historic Preservation Board members requested Mr. Ford to reach out to the applicant and thank them for the application but asked if they might be able to complete the application in more detail, specifically on items #5, #6, #7, #8, and #9. Chairman Kiesel said he would volunteer to work with the applicant if needed to answer questions.  Mr. Ford said he would reach out to the applicant.

Reports

 

Mr. Ford gave a brief report regarding the items listed for staff reports.

 

Chairman Kiesel said he would attend City Council meeting on May 10, 2022 to be apart of the Historic Preservation Month Proclamation. Chairman Kiesel encouraged any of the Historic Preservation Board members who could attend to come and support the proclamation.
