The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday February 7, 2022 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens, Member Green, Member Foster and Alternate Member Shifalo. Member Jonas and Alternate Member Caramanna-Collins were absent. Also attending was, Redevelopment Planner Tim Ford and Recording Secretary Laurie Dargie.

Member Shifalo motioned to approve the minutes from the January 3, 2022 meeting minutes. Member Foster seconded. There was a unanimous voice vote in favor.

Certificate of Appropriateness COA#1-2022 – 329 S. Washington Avenue
Mr. Ford gave a brief overview of this item.
Chairman Kiesel said he will be abstaining from this vote as he has business dealings with Mr. Altif.
Thomas Altif of 1136 Fulton Circle Titusville, Florida came to speak in favor of this item.
The Historic Preservation Board members had discussion regarding this item.

Vice Chairman Petyk made a motion to approve the request to amend a condition of the COA#1-2022 which will allow the use of the bronze color around the door and window trims. Member Foster seconded.

Chairman Kiesel requested to move forward to agenda item 8D: and hear the presentations from Mr. Davis and Dr. Fayson. The Historic Presentation Board members agreed to move forward to item 8D.

Reports
Davis Memorial Cemetery and Oakridge Cemetery History presentation
Mr. Kirk Davis came and gave a PowerPoint Presentation regarding the Davis Memorial Cemetery.
Member Foster encouraged Mr. Davis to apply for a state marker for the Davis Memorial Cemetery.
Dr. George Fayson came and gave a presentation on the history of Oakridge Cemetery. Dr. Fayson requested that the Historic Preservation Board encourage the City of Titusville to help with funds for up keep of the cemetery and the cost of burial of those who are unable to afford a donation.
Member Foster said there might be grant funds available from the city or county with all of the documentation that exists on the Oakridge Cemetery.
Mr. Ford said that if the City of Titusville receives the grant funds in March, the funds could be used to help document and do the research on this.

Discussion for a May 2022 Workshop
Mr. Ford gave an overview of this item.
Vice Chairman Petyk said she volunteered to speak about the adaptive reuse regarding the Carter House at the December meeting and requested that she still be able to make this presentation at the May 2022 workshop.
Member Shifalo said she would still be happy to make a short presentation regarding her home which is local designation.
Discussion took place amongst the Historic Preservation Board members and Mr. Ford regarding the May workshop. It was determined that the workshop would take place on May 19, 2022 at 5:30pm and located at City Hall in the Council Chamber.
The agenda discussion layout was determined as follows:
- 5:30pm Meet & Greet
- 6:00pm Workshop presentations being
- Combined presentations on the following:
- How Historic Preservation Board came about
- Promoting local designations and process
- Advantages of local designations (tax exemptions etc.)
- Adaptive reuse (Vice Chairman Petyk (Carter House) & Member Shifalo (Norwood House))
- Presentation on the use of grant funds if the City is awarded the grant money.
